Here is what actually worked and what consistently failed.
What failed.
Any subject line referencing hiring, talent, candidates, or recruitment. They see these words and delete without reading. The words are too directly tied to the obvious sales pitch for HR tools.
Social proof about big corporate clients. Staffing agencies are primarily small businesses. Naming a Fortune 500 as a client signals you are selling to a different buyer.
Long openers that explain what your company does. Recruiters are trained readers of persuasion. They clock a vendor pitch in the first five words. If the first sentence is about you, the email is done.
What worked.
Openers that referenced a specific operational friction point that only someone running a recruiting desk would recognize. Something like: Most agency owners I talk to are manually updating placements across three systems at end of week. Sound familiar? That sentence proves you understand their actual day before you say anything about a solution.
Subject lines with the firm name in lowercase only. No words. Just the firm name. Same pattern that works for professional services. Recruiters respond to it the same way.
Sequences capped at two emails. Not three. Not four. Two. Staffing agency owners are fast decision makers. If they did not reply to email one and email two, the timing is wrong, not the copy. A third email from an unknown vendor generates a spam report at a much higher rate than a third email to a SaaS buyer.
