Cold emailing digital marketing agencies on behalf of a SaaS client: the ICP filter combinations that separate active buyers from time-wasters in 2026

I run outbound for a SaaS tool that sells to digital marketing agencies. Spent four months refining the ICP from any digital agency down to a filter combination that actually generates qualified replies. Here's what I learned.
First version of the ICP: any digital agency with 10 to 100 employees. Reply rate: 1.3%. Meetings that converted to anything useful: almost none. The problem was that digital agency covers everything from SEO firms to app developers to social media managers. Our tool solves a specific problem for agencies running paid media at scale, and we were sending to everyone else.
Current ICP filter stack:
Agency type: paid media only. Performance marketing, PPC, and programmatic agencies. Not full-service. Not creative. Paid media specifically.
Employee count: 15 to 50. Under 15 is usually one or two people running ads manually with no budget for tools. Over 50 is usually large enough to have built internal solutions already.
Revenue signal: agencies managing over $2M in client ad spend. I find this through public case studies, industry awards entries, and tech stack data showing enterprise-grade ad management tools in use.
Client industry concentration: agencies concentrated in a single vertical like ecommerce or financial services are better buyers than generalist shops. Vertical focus creates repeatable operational problems. Repeatable problems are easier to position against.
Current ICP reply rate: 3.7%. Meeting to qualified opportunity conversion: 52%.
For sourcing I use Apollo to build the initial company list, then Clay to enrich with ad spend signals and tech stack data. ZeroBounce on every list before loading into Smartlead. Inboxes are PuzzleInbox Google Workspace throughout.
The copy angle that works: reference their ad spend scale specifically and describe a problem that appears at that scale. No generic pitches. Agencies see dozens of vendor emails every week. The only ones that get replies are the ones that prove the sender actually understands their specific operation.
